Have you got any way of clamping off the front brake hoses?.If you have,clamp them both off and then see if you have a good pedal.
I suspect that the pads need to be bedded into the discs due to the wear ridge,really if the ridge was noticeable then the discs are getting near their limits and need changing too.To bed the pads in you need to drive the car,but if you don't have much of a pedal then this isn't advisable.There ways around it but I can't really say what they are on a public forum,and really neither are to be recommended.If the discs are worn they need replacing.
If you try the hose clamping and the pedal returns,then it will be the disc wear ridge causing the fault.
