I believe this can happen if they just replace the turbo . Often turbo failure is a symptom of a failure elsewhere, and if you fit a new turbo , the fault shreds the new one too. My memory's a bit sketchy and I don't have time to dig around at the moment, but as I recall, at the very least you're supposed to clean the EGR valve and inspect (preferably replace) the intercooler.

There's also the possibility that they didn't check the oil feed to the turbo or follow the correct running-in procedure when first starting it up. In any case, it sounds like the repairer has botched the job, so I'd bounce this one back to them and expect it sorted FOC.
