This takes me back to when a bloke back-ended my brother outside a police station (in full view of a police car with real officers inside :O). The bloke sped off, my brother got most of the registration of the other vehicle and guess what, the police couldn't do anything as he didn't have the full registration. Thankfully not much damage, but its bad when you can't rely on the law and they are present when a crime is being committed
The father of a friend of my brother had his car clobbered in a hit and run incident a few years back, and fortunately (or so he thought) he got make, model and full registration for the offending vehicle. The one thing he couldn't give them was the colour, as the incident occurred at night under yellow sodium street lights. The police reckoned they couldn't do anything without a full description of the car, including the correct colour.
You can see the logic going through the copper's head: Hmm, fill in the paperwork or fob them off? I get paid either way, so let's just take the easiest option.
