Well call it intuition or experience but it sounds like a faulty connection/wiring problem. A failed CTS would tend to read zero or infinite resistance and not correct itself. A poor connection might be affected by engine movement or road conditions to give erratic readings. I'd want to establish that the gauge and ecu are using the one CTS and check it's resistance which should be c.300***937; when hot and c.3k***937; cold. If that was OK then check that the signal is reaching the ecu . I hope your confidence in the local garage is not miss-placed!
