I am assuming the Clio we are talking about is a 1.2 16v quickshift which as you say is a semi automatic. The fault could be the brake lights or the brake pedal switch. For the gearbox to be put into gear when you move off the footbrake has to be depressed otherwise for safety reasons the box will just remain in neutral. If there is a fault with the brake pedal switch or brake lights (if all are not working) then it will be telling the computer that the brake pedal is not being depressed (when it is) and the gearbox will not go into gear. If thats not the fault are any warning lights coming on. Its most likely a clutch fault and not the actual gearbox itself.
