It could be an earth fault on one or both of the rear clusters. I've known this to play merry hell with the bulb failure warning monitor when I had a bad earth on my trailer.

With the ignition on, try having someone hold down the brake pedal and switch on the hazard lights. if the brake lights flash (or even dim) alternately with the indicators, then you have an earth fault.
