I think the problem is the tailgate - especially if you have one with an opening tailgate window ( not sure if that's an option or not on scenics?).
I am afraid your only options are roof mounted racks - if its any consolation we had roof mounted racks on our c4 picasso and I used to carry one of those small plastic steps around with me, it wasnt that bad - our bikes are fairly light and I am only 5' 8" tall. Also we have Thule bike racks which allow the bike to sit in the channel without falling over before you clamp them in.
or as you say the alternative is a tow bar with a tow bar mounted rack - that would be my preferred option with a detachable tow bar - howeevr this is expensive and like you say if you dont tow makes it even more expensive.
We have stuck with roof mounted carriers with the Laguna, slightly easier to load as the car is lower.
