I wouldn't think its necessary to remove the entire bumper, but the trims; almost certainly.
The reason being, is that the trims quite often cover mounting points (bolts, etc) for the bumper, and are therefore providing unhindered access to the bumper's internals, to provide as 'factory' a finish as its possible to achieve.
It has to be remembered that plastic bumpers are filled with a dense foam, designed to absorb impacts, without transferring all the force to the remainder of the car - it would therefore be quite difficult to drill/cut through this, and possibly unecessary.
This job should never be complete - the day I think I've done it all, is the day I resign.
