It sounds like a brush at a jetwash way have been used on a muddy van/4x4 before the car was cleaned - I've repaired such damage before.

T cut is mildly abrasive, and can only really cause damage if applied onto hot paintwork. With all cars being lacquered these days (ever since water-based paint's been used), there's very little chance of polishing through the paint (which was a possiblity before).

This job should never be complete - the day I think I've done it all, is the day I resign.
