I'd reckon it would be called a strut/brace/mounting plate/bracket (any of those terms should help).

Is it a part which attaches to the bumper itself, or is it part of the bumper which bolts onto the car?

If its the latter, then it'll not be possible to purchase as the bumper probably comes in one-piece.
