I'm afraid it comes down to the cold dense air in winter causing the engine management systems to compensate by increasing the fueling. As the air warms you'll notice the MPG figure improves.
As Ralph stated earlier, the summer and winter blends are different. The winter blend contains more light ends to assist in cold start situations.
