I my opinion there may be two factors both acting at once.
Firstly the UK has gone through one of the coldest Winters in recent history coupled with an increase in fuel costs.
Essentially both a petrol and diesel engine are heat exhange engines whereby the affects of igniting a fuel is converted into motion. If some of the heat is lost to the atmosphere then the engine has less energy to convert into motion.
Also many drivers unconsciously become aware of how far they can travel on a given amount of fuel - most sub-consciously thinking in monetry terms so any change tends to be thought of as poorer performance.
Yes I appreciate many drivers carefully monitor their actual fuel consumption in mpg, etc.
But keeping a track of actual cost per mile may be truer reflection of how efficient their car may or may not be.
