When the car is locked a small pin pops down from above the twist close cap which locks the flap closed.
If the pin isn't firing when the car is locked it could be the solenoid that fires the pin is broken.
The easiest way to check is with the flap open lock the car and see the pin trys to pop down, if it does pull it the rest of the way with some pliers and spray some WD40 on it then lock and unlock the car a few times to see if the pin fires properly.
If it doesn't a new soleniod fitted by renault is around £160.
I had the opposite problem of the cap not unlocking but once I had the quote from renault decided to tackle it with some WD which fixed the problem
