The Laguna one locks the fuel flap a few minutes after locking the car, so the Clio might be the same. I think it's so that you can put fuel in the car after locking it at a garage forecourt.
Try locking the car (or letting it lock if its handsfree) and then have a go at opening the fuel flap after about 5 minutes. If you can still open it then, try leaving it for another 5. If it still isn't locked, then it's faulty.
