Does sound like the calipers are sticking on rather badly doesn't it.
The breaks need stripping down and inspecting and at the very least cleaning.
Check none of the brake calliper piston gaiters are split and the pistons not corroded. I would also force the pistons back into the calliper and back out again to work the pistons as this quite often will free them up if they are sticking.
The calliper body where the break pads contacts the calliper might rusty preventing the pads to move properly? So I would wire brush / file any debris rust off in those areas of the steel pad backing plate and calliper and apply a small amount of coppers grease. Though make sure you don***8217;t get any on the breaking surfaces
