Any sort of penetrating spray should do the job, there's an American product called PB Blaster that works real well but can be difficult to get over here, some WD40 will suffice though. Are you only getting the part of the EGR valve out that is visible (electrical plug end) cos its the other end with the oval holes and piston that moves that is the problem end. They get caked in heavy carbon deposits and can be impossible to clean if gone too far. It might be worth picking up a new EGR valve cos if yours is in two bits then its almost certainly done for. I can recommend this company, who i've used for several parts for my Lag at decent prices.
