I am assuming that you have a multimeter as you have identified 13 V at the motor; set it to measure resistance and check from the earth terminal of the motor to an earth point on the car body, NOT on the tailgate itself. Don't be too woried that there is voltage at the motor when turned off; not too sure about the Scenic rear wiper, but many circuits on a car operate by switches in the earth return path (eg the interior lights) so that the "item" is always fed by power, even when switched off. That's why it is best to always remove the relevant fuse before poking around with wiring on a car.
