Megane timing belt

I recently fitted a new timing belt on a megane (1997) turbo diesel with a lucas diesel pump, it had sheered off the key on the cam pulley previous to this. There are 29 teeth (heights) (30 hollows) between the Cam and diesel pump pulleys, the car will not start without turning over for 30 seconds or so, i noticed in a manual today that there should be 30 teeth between these pulleys, is my belt wrong, are there different belts, or does this mean 30 hollows as per the white lines (which mine is) inclusive of 2 white lines on the belt. Would you have symptoms like this if you were out 1 tooth. i did get a reply to my previous similar question, thank you, i should probably reply to it but i can't seem to locate it a the moment.
