I think you may find the drian hole is there to allow rain water to drain away otherwise any collected would freeze in winter conditions. I can't see it leading to the fuel tank as EU regulations state that should a car overturn fuel can't escape from the tank.
You could try applying a few inches of duct tape temporarily over the edges of the fuel door and see if it helps.
