International Security Register - what's it all about?

Just bought a second-hand '04 Laguna and in the window there's a sticker that says I should contact the International Security Register. Had a look on the website and the only thing I found that seemed relevant was a change of ownership form that they wanted 21 fee for. So - thought I'd ask what's it all about and is it worth it/necessary?
