The arm should move up & down/backwards & forwards. Just spray where it goes into the body of the valve and after a while start to work it up and down. It might take a bit of work if it's siezed solid though As Lagdti says it's an easy repair & quite a common fault, but not just on Renaults.
When the car is empty i.e only the driver on board it only allows a small amount of braking by the rear brakes, but when laden, this valve assembly allows more brake pressure to the rear brakes. If you think about it, the more weight on board the more stopping power is needed.
Rear brakes don't normally do much more than stabilise the car when braking, although if you disconnect them you'll soon find out HOW much they actually do !
