To my mind, the cambelt isn't an item which is replaced as a scheduled service (although it does have a definable service life). And the dealer could always state that the previous owner could have got it changed somewhere else, and they wouldn't necessarily have had that info available.
My own perspective is, unless you have written proof that the dealer stated the belt had been changed - you will find this almost impossible to prove.
It really is the prospective purchaser's responsibility to satisfy themselves that the vehicle they are thinking of buying, has had all necessary work done, and either factor this work into the deal, or go somewhere else.
Hindsight is a wonderful gift, and although it has been a painful lesson, I'm sure its one which will never be repeated.
