I'm a bit unsure when in colder weather, pressure is increasing. Normally as fuel is used, and if there is some form of blocked overflow or obstruction on the filler cap, then pressure reduces as a partial vacuum is created. (this would still account for the noise)

It sounds like the overflow is blocked, and could do with some attention.
