Ok, there were no nuts behind the bumper for the front plate (and even if there were, there's no way to access them with the bumper in situ from a quick look - the bumper does flex but not by much... maybe removing the undertray would help?).

Anyways, I've never come across these before, but these were simple self tappers but with a plastic head glued (over??) them and the plate with some very strong glue. I tried to turn the whole thing with molygrips but the plastic bit cracked to reveal the screw
