here (Eire) I havent seen anything but self tappers used to attach number plates .
The plates are white front and back.
The screws go thru a white "washer" with a countersunk hole which has a "flip top" white rounded cap hinged by a tiny bit of plastic .
Like a small version of a washing up liquid bottle or a squeezable mayo bottle.
Maybe someone put superglue or epoxy resin glue on under the cap before it was closed?
If the screw is just turning maybe pull it out with a pliers ,replace it and move the plate a few mm left or right ?.
Currently in coup's garage:
RM III coupe 1.5dci FVT,Audi TT Mk1 ,a bike and too much rubbish.
