The actuator moving instantly (without damping) may be as a result of the vacuum tubes leaking, probably between the electronic control and the actuator.
Is your vacuum working OK (see shutdown test, above)?

You can check if the actuator is working OK; with the engine running, you will need someone to push the accelerator (damn these FBW cars) whilst you have your hand on the actuator; if it moves then the turbo control is OK, otherwise we are debugging the turbo control system. You will already be aware that the actuator is right beside the turbo and exhaust manifold, so take care almost as soon as the engine is started.
