Renault - Laguna 2 - engine - Diesel emissions failure

Hi all
I have just taken my laguna 2 1.9 dci for an MOT and it had failed on diesel emissions?

The limit for turbocharged cars is 3.0m-1 but mine had a value of 7.0m-1 which seems very high.

I have noticed quite a bit of black smoke from the back especially when flooring it but have just done about 550 miles on a full tank so didn't think it was overfueling...

I have checked the EGR and that seems ok. Car has done 130k has had a new turbo and full service history. Last year the emissions came out at 1.2m-1 which was very low...

Everything is done by computer on these direct injection diesel so there are no adjustments to be made..

Has anyone had this kind of problem?????
