The baby 'sharks fin', if fitted, sits towards the rear of the roof, and as ST says, will either be a mobile phone antenna (for cars that have hands-free pre-wiring) or a mobile phone and GPS antenna combined for cars with sat-nav. The GPS ones have 'GPS' stencilled on the side on the L2 phase 1, though they've dropped this on the phase 2.

If this is obviously a longer antenna, then maybe a previous owner has had problems with the window etched ones. This isn't unheard of, especially on the hatch where the heated rear window can cause problems with reception when switched on.

Though I'd say the most likely reason for the antenna being there is that the car didn't come equipped with telephone pre-wiring and the previous owner had a hands-free kit fitted, complete with roof mounted antenna. These are still by far the best, though glass mount and windscreen mount ones don't need you to drill holes in the bodywork.
