Water can run all over the place, and may not make the intervening area very wet, if it doesn't stop long.
Also, see if the door adjacent to the wet footwell has water in it (it may slosh when shaken). if so, the bottom drains need cleaning, which are hidden behind the seals on the door.
And we had a case recently where the seal between the card and the door was not good, and the water running inside the door from a dodgy window seal was running down the inner card, and into the car.
