According to Wikipedia, Clio IIIs are being manufactured in Flins (France), Valladolid (Spain), Bursa (Turkey) and in Delhi (India, maybe for the asian market).
My Clio II BTW was built in Valladolid back in 2004 and I know it since in the case in the glovebox the handbook was in, there were some stickers and shipment details written on two or three small pieces of paper (I think I kept them somewhere ...) .
Now about the date, if you don't mind to be that accurate, you can just figure it out by noticing various parts on your car; for example, there's a manufacturing date on your seatbelts, a clock-alike round glyph on the plastic parts and there's one even on your tyres (known as DOT number) .
