Electronic Handbrake

Hello All,
Here’s hoping someone can point me in the right direction. I was in the process of changing the rear suspension bushes, while taking both rear wheels off I noticed that the handbrake on the rear offside was not working. I carried on and replaced both suspension bushes with no problem. I then started to check the handbrake and found the handbrake lever on the caliper was sticking quite badly and only moved in a very short arc, so it looks like a new caliper is in order. But here is my real problem, the inner handbrake cable is pulled in tight against the outer cable. I can get it to come out about 5-6mm by pulling the cable while someone pulls the handbrake switch and presses the centre. So how do I get the inner cable to come out the full distance, which is about 15mm, going by the nearside caliper. The nearside handbrake works perfectly and I do not have any warning lights on the Dash. Please, has anybody any suggestions as I have had no experience with an electronic handbrake
