I have no experience with these electronic handbrake systems so you are better off listening to Alex3.

Perhaps the manual emergency release only works when handbrake is on?
I think you ought to somehow prevent the inner cable from being pulled back further. A stack of slotted shims ought to work for this purpose. Then apply and release electronic handbrake several times whilst after each operation adding an extra shim. Eventually there is perhaps sufficient slack in inner cable?
As regards the stiff/ seized arm on calliper, several members including myself have overhauled ours. This requires complete dismantling of the calliper and a repair kit for reassembly. I fitted grease nipples on mine thereby avoiding seizure in the future.
