This is just a final posting to let you know all is now OK and working 100%. I bit the bullet and pulled the Yellow Emergency Release. This released the handbrake cable completely. The caliper lever had loosened off overnight with the WD40 dousing. I engaged the cable to the caliper lever and the operated the handbrake, which took up all the extra slack. Both rear wheels are locking just fine on a steep hill.
I did not get any warning lights on the Dash, so no resetting was necessary. My THANKS to the knowledgeable members of this forum who not only gave advice, but taught an old dog a few new tricks.
