All they have to test, AFAIK, is that it actually does some kind of job of "suspending" the car body - otherwise you wouldn't be allowed on motorways or to exceed 20mph - and that the shocks/springs operate as designed with no leaks, run-on bouncing or over-damping that prevents them returning to a neutral position, and without knackering up your wheel camber or causing the tyres to rub.

Actual height above the floor is neither here nor there, so long as the amount of scraping isn't liable to cause you to lose control on the queen's highway.
