it's no secret that the insurance industry wants closer links between the annual MOT test and insurance records to allow the MOT test to police modifications made to vehicles. It is VOSA that is currently resisting such a move, after all it is not seen as the job of the MOT to police insurance records but to test the roadworthyness of vehicles within predetermined guidelines.
Madnoel is right about the bi-annual test. It is a bad penny that will not go away. My belief is that VOSA is in favour of a more thorough 3 hour test, with a certain degree of dismantling to check components and a road test included. The problem is the cost of such a test to the motorist would make it very unpopular and so to offset that then the move would be made to a test every two years.
