you need 2 people to sort it
one to pull the lever the other to push down on the bonnet on either side where the latches are.

its common for the cables to stretch or the latches to seize.
you could try getting a pair of pliers to grip the cable by the lever, then twist and pull the cable further than the lever will pull it. but if you do it you will have to replace the long cable (cos you will have mangled the wire where it goes into the sleeve and streched it further.)

the garage can get the bonnet open, but will have to take the undertray off and reach in up to the back of the latch to lever it across and open it.

when you get the bonnet open, you will need to clean the latches and check if the cable is stretched too much.
