For legal reasons, I need to be careful what I say, but I'll give you an idea what to research if you find the time.

Look into what the MIB (Motor Insurers' Bureau) have in connection with all this malarky.

They have a public face, but basically they are like the suspicious old man in a tailored suit who sits in the corner partially concealed by shaddow, listening to the committee meeting, but never says anything... at least, not in front of everyone.

The MIB make you think that they are here to protect you should you be involved in an accident with an untraceable or uninsured driver. Sounds magnificent, doesn't it? All I'll say is don't believe a word they say. They have an agenda... a very closely guarded and self propagating agenda.

That may sound a bit 'Dan Brown' to most people, but just try putting in a FOI (Freedom Of Information) request to them.
