Laguna 2 Manual Handbrake Drama

Hi I have a Laguna 2 estate 2.2 dci.

After a blown turbo , blown intercooler, failed crank pulley, pair of front shocks, wheel bearings the car has failed it's mot on the handbrake only having an efficiency of 10%.

So I changed the cables and pads. The pistons in both calipers were a pain to rewind but with lots of break cleaner I did it and re-adjusted the cables.

I put the car in the air put the handbrake on and torqued up the wheels and road tested the car.

But come this pm the car failed again with now 11% efficiency!:

maybe the h/brake lever is seizing??

any ideas before I replace both the rear calipers?

ps the foot brake works fine.
