Are you sure that it controlls the rear brake ballance, how do you know this as I would like to know how it works.

It wouldn't effect the handbrake though as that is just a cable pulling a lever.

I had the same problem a while back and despite replacing the discs pads and cleaning up the calipers the handbrake was still crap, it was down to the handbrake lever mechanism in the calipers being partialy seized.
I stripped the calipers and freed off the handbrake lever, I renewed the needle roller bearings that the lever mechanism runs in and it sorted out the problem.
