Moisture in headlamp

I recently purchased a set of used hid xenon headlamps for my 2009 megane. The headlamps are pretty new. But this morning I realised that quite a bit of moisture inside one of them. *I made sure all the covers and caps are closed properly but I'm thinking one possibility is that these lamps were stored outdoors before I purchased it one of them had the rubber bulb cover missing and I transferred a rubber cover from my old lights over. So i am thinking that during this time moisture got in although not visible but then when I started using the headlamp that's when moisture became noticeable. I will try and remove the rubber covers and dry out and see if that helps

Just wondering if anyone else has any suggestions. I inspected the seals and all seals look fine
