Check the seals between the lens and the reflector and if necessary apply some silicon sealant. Do you know the source if the lights - is it possible the previous car may have suffered a minor shunt.
Also check the seals at the ballasts another known weak area for water ingress. After that is a case of agood blast with the hairdryer to try and chase any existing moisture.

Are you replacing like for like or attempting an upgrade?
