Fuel / Petrol Gauge problem - Laguna RT 1994


I seem to be always on empty, despite putting 20litres in the tank.
When the car is switched off, the fuel gauge comes off the needle slightly, so there is definately some sort of signal getting through and this also happens when i turn the car to the left sharply.

Could this be the sender unit and is it fixable and can i do it without breaking the car?

Any feedback would be great.
