You are quite correct in being suspicious - it's possible there is an oil leak elsewhere and just collecting in that area. In the past I have seen head gaskets leaking oil with the oil running down the back of the engine and collecting around the front pulley area.

Also if someone changed the timing belt and seal without cleaning would give me the impression of sloppy workmanship.
