Sadly in this world of litigation at the drop of a hat many lawyers use the scatter gun approach and sue everyone they can when it comes to a legal action. This then leads to the threat of cumulative legal costs outweighing any possible settlement so many of those sued take the most economical route and pay up.
Many of the precedents the majority of legal actions for libel, etc have been newspaper associated so first in line is the medium who allowed the initial publication. In our case it would be the forum which in fact would lead to the owners being sued. In my experience there have been a few forums threatened and such threats have led to their demise as there is no way they could afford to risk defending their corner purely for economic reasons.
If you look at consumer programmes on TV for instance they carry out quite a bit of reseach and evidence gathering before naming and shaming and even then they always attempt to contact whoever is being criticised before broadcasting.
