You need a primer, full-stop.
Paint is nothing more than a plastic (whether its solvent or water-based), and plastic will react with plastic (i.e. the paint won't bond to the plastic), unless a primer is applied. The primer acts as a bridge, keeping one plastic from the other.
I agree, on your car, it is more 'visual' than functional.
A difficult one.
