Can't be adjusters. The shoes can't adjust any further out than the drum.
There are 2 sizes of rear drums. 180mm and 203mm on clio11.
If yours has the 203mm drum and shoes then someone fits a cylinder for the 180 set up, then the pistons may have to come further out before shoes touch drums.
The body of the cylinders may be the same but pistons may be shorter on the 180 cylinder so when brake pressed they come out further than they should.
