Trafic ABS and SERV Light problem

Hi everybody (first post, so be gentle).

I was braking gently on a normal road about a month ago when the ABS kicked in, the ABS and SERV lights lit up straight away.

Now they are on as soon as I switch the ignition on but about 1 in 20 it stays off for a min or two. I have checked and cleaned the sensors but no joy, also checked the ABS fuse. If the lights are coming on straight away before engine start does it mean its not the sensors i.e.: do the wheels have to be rotating?
What would you do next?
