The 65kg max nose load is actually from the Scenic owners manual. The tow trust towbar I have has a max nose load of 75kg on it's rating plate.
The towbar and it's mounts are designed to fit a scenic and will have the 65kg limit accounted for.

I'm not into caravanning but I thought the idea was to load the van pretty well balanced with a slight weight loading to the front.
Not enough and the van will try to lift off the towball.
Too much and the back of the car will be on it's A*se and your headlights will be plane spotting.

Don't forget- you could balance a 40 ton caravan to only have a 65kg nose weight if you load it properly.

Another picture for you. Lie on your back under passenger side rear and look up and you should see the area. The hole at the bottom of picture is the existing hole and the upper one with bolt shows where the captive nut goes. That bit is covered by rubbery underseal.
2nd picture is my Blue Peter angle bracket and your towbar should also be attached to bottom bolt.
