how to tighten the handbrake?

Hi all,
When I lift up the handbrake it will lift straight up with no tension or clicking. The handbrake will work on a flat surface when parked up but is a bit loose when on a hill. I want to tension it so I can feel and hear the clicks as I apply it if that makes sense. Any help would be much appreciated.
