I have successfully repaired mirrors which have suffered this type of damage.

Use a product called Tiger Seal (available in black/white/transparent - use the one which is least noticeable for your car), and apply it with a mastic gun.

It will take approximately 24 hours to fully bond, so support it with some gaffer tape, but be careful when removing that, so you don't pull the mirror with it.

Ideally, you should do this when you don't plan on using the car very much, if at all.
